Minutes of Last Meeting 

 

The Draft Minutes of the Caynham Parish Council held at Knowbury Memorial Hall Knowbury on Monday 2nd August 2010 commencing at 7.00pm.

1. Present:

2. Apologies:

3. Members of the Public/Shropshire Councillor

a) No Members of the public were present

b) The Chairman welcomed Shropshire Councillor Mr. R Huffer to the meeting as the newly elected Shropshire Councillor for the area.

Councillor Huffer updated the meeting on:

i) the recent Flood Forum meeting which was also attended by Mrs. D Bromley the purpose of which was to identify areas of Risk by using local knowledge.

ii) A litter pick at Dhustone had been organised by Streetscene which was supported by local volunteers who helped to pick two lorry loads of litter.

iii) The Ludlow and Clee Hill Rural Joint Committee had recently been held at Clee Hill and was well attended by members of the public which included presentations on Shropshire Councils Budget, South Shropshire Furniture Scheme, Shropshire Fire and Rescue and Engaging and Supporting Young People.

Members of the Parish Council who attended the meeting were of the opinion that there were too many items on the agenda which gave little opportunity for members of the public to ask questions or raise items of local concern.

There was concern about the amount of grant being provided to the Ludlow Assembly Rooms with no information being provided on quotes received for the work and the lack of an appropriate business plan although it was appreciated that some information may be confidential.

iv) Flood preventative work at Colleybrook Park Knowbury

5. Minutes:

The minutes of the meeting held on the 5th July 2010 were approved and signed by the Chairman as a correct record

 

6. Chairman's Communications:

The Parish Council were made aware of the following consultations being undertaken by Shropshire Council details of which can be obtained from their website or by contacting Customer Services to request appropriate copies.

i) Local Transport Plan 3 Consultation Event - 9th September 2010 at The Greenhouse Meadow football Stadium Oteley Road Shrewsbury 10am-4pm.

ii) Survey of Town and Parish Councils about the Mobile Library Services

iii) Draft Shropshire Parking Strategy

iv) Shropshire Homeless Strategy Consultation

 

 

 

 

7. Highways Items:

a) Mr. Stevens reported that complaints had been received by the parking of delivery vehicles outside the bakery on the High Street Clee Hill which cause an obstruction to Footpath Users.

b) The Clerk to request the provision of a Grit Bin at Colleybrook Park Knowbury.

c) The Clerk to report to the Highway Authority the Blocked Drains in the High Street Clee Hill.

d) The Clerk to report the damage to the highway adjacent to the first two cottages in Whitewayhead Lane Knowbury.

 

8. Planning Items:

The Parish Council considered planning application 10/02733/VAR - Winthills House Knowbury - variation of condition to permit the dwelling to be erected without meeting level 3 of the Code for Sustainable Homes (except for water & energy categories) - the Parish Council were unable to make a comment on the application due to no professional knowledge of the Sustainable Homes requirements.

 

9. Reports from Outside Organizations:

a) New School Ashford Carbonell - The planning application had now been published with representations to be submitted to Shropshire Council by the 10th August 2010.

b) South Shropshire Association of Parish and Town Councils - Mrs. M M Clent reported on the recent meeting that had received an update on policing matters from PC Daniel Wood including the Rural Watch Scheme and an update from the Shropshire Association of Local Councils on the Quality Parish and Town Council scheme.

 

10. Financial Items:

The Parish Council approved the following payments:

J Radnor - grass cutting - £40

N Turner - picnic tables - £634.50

E-on - repairs to street light - £1091.97

Npower - street lighting energy - £378.20

The Sign Workshop - tree signs - £15.00

Flagmakers - new flags - £222.52

 

11. Next Meeting:
