Minutes of Last Meeting

The Minutes of the Caynham Parish Council held at Knowbury Memorial Hall Knowbury on Monday 1st March 2010 commencing at 7.00pm.

3. Members of the Public

A member of the public attended the Parish Council to explain the details of Planning Application 10/00236/FUL

4. Declaration of Personal/Prejudicial Interest:

Mr. A Stevens - Personal and Prejudicial Interest - Payment to Clee Hill and District Recreational Facilities

5. Minutes:

The minutes of the meeting held on the 1st February 2010 were approved and signed by the Chairman as a correct record.

6. Chairman's Communications:

a) The Chairman reported that the next public meeting of the Ludlow and Clee Hill Local Joint Committee will be held on the 2nd March 2010 venue will be in Ludlow on which there will be a discussion concerning the proposed new Ludlow Hospital.

b) The Chairman reported that an invitation had been received from Ludlow Town Council regarding the Ludlow Town Plan 2010-15 this to be held on the 4th March 2010.

c) The Chairman referred to the training on the code of Conduct to be held by Shropshire Council on the 23rd March 2010 at Culmington Village Hall commencing at 6.30pm

7. Highways Items:

a) The Clerk had reported a street lighting fault at Colleybrook Park Knowbury

b) The Clerk pursues the outstanding land drainage work in Hope Bagot Lane Knowbury.

c) The Clerk to obtain details of the Snow Warden Scheme being encouraged by Shropshire Council.

d) The Clerk to report the overgrown hedge in Tenbury Road Clee Hill which was now obstructing the highway.

e) The Clerk to contact Bitterley Parish Council concerning the condition of the road at Farden

f) Improvements to the Footpath Stile in Hope Bagot Lane will be pursued by the Parish Council.

8. Planning Items:

a) Planning application - 10/00236/Full - Construction of a low earth mound to act as a flood defence -Caynham Mill Caynham - No Objection

b) Planning application - 10/00501/Full - Conversion of agricultural buildings to form 5 residential units to included of erection of 2 residential units (following demolition of redundant agricultural buildings); erection of detached garage blocks and formation of parking areas; installation of septic tank drainage system; formation of vehicular access - Ladyfield Farm Caynham - the Parish Council Objected to the application and made the following comments:

i) This is a large scale development for a rural area and may impact on the local environment with concerns about increased traffic as shown by the proposed garages and parking spaces.

ii) The character and appearances of garages is very important with the application lacking appropriate detail.

iii) A septic tank is not thought to be an optimum solution for drainage and would suggest that consideration is given to a mini treatment plant with water being discharged directly into the Ledwyche river.

iv) Unit 3 and & 7 are not conversions but a total rebuild and therefore seen as contrary to Policy SDS4 conversion and Adaption of Rural Buildings"

c) A Workshop is to be held by Shropshire Council at Knowbury Memorial Hall on the 18th March 2010 6pm-9pm to which members of the public from Caynham, Knowbury and Clee Hill are invited members of the Parish Council would be attending.

d) A copy of the Final Core Strategy document had been received for consideration by the Parish Council any representations have to be submitted by the 29th March 2010. The full document can be viewed on the Shropshire Council website www.shropshire.gov.uk.

The document deals with future developments both in respect of Housing, Industry, and Tourism which will mainly be concentrated in the larger Market Towns.

9. Reports from Outside Organizations:

a) South Shropshire Association of Parish and Town Councils - Mrs. M M Clent referred the recent meeting which focused on the new structure and constitution of SALC to accommodate the workings with both Shropshire and Telford Unitary Authorities.

b) New School Ashford Carbonell - Mrs. S Fleetwood reported there will be a meeting at Ashford Carbonell Village Hall to be held on the 25th March 2010 commencing at 7.00pm which will look at the draft planning proposals for the school.

10. Financial Items:

a) The Parish Council approved the following payments:

Grant payment to Bridgnorth and South Shropshire Crew for school children from Clee Hill and Bishop Hooper School to attend the annual safety awareness event - £190

Grant payment to Clee Hill and Recreational Facilities in respect of the annual insurance for the play area - £350

Grant Payment to the Friends of Clee Hill Village Forum for the provision of a new Notice Board - £200

11. Other items:

The Clerk issued copies of the New Standing Orders and Financial Regulations to be adopted at the next meeting

The next meeting will be held at Knowbury Memorial Hall on Tuesday 6th April 2010 commencing at 7.00pm
