1.News

National Compact Week is 14 Days Away!
You should all now be aware that National Compact Week is on 7th November - 11th November and we want your nominations! As part of National Compact Week Shropshire VCS Assembly in partnership with Shropshire Council and Compact Voice will be promoting the Shropshire Compact in a number of ways. Visit our website for more details. The Shropshire Compact has also been nominated in the National Compact Awards 2011 and so please keep your fingers crossed that we get short listed!
The VCS Assembly will also be on Twitter for the first time ever during Compact Week to promote compact/VCS related articles. So please 'follow' Shropshire Council on Twitter.

Win some free publicity!
We want to hear from your organisation on how you have adopted the Shropshire Compact and how through compact working your organisation has enriched the lives of those in the community. Any story big or small will be considered. Please include stories relating to partnership working, working with Shropshire Council and general stories about compact working.
The winners will be announced on both our website & Shropshire Council website. The winner will also have an article written about them and their work. This is an ideal opportunity to get your name out there! Entry to this competition closes on 7th November. Volunteers, interns and the minimum wage
Updated official guidance has been produced on the payment of the National Minimum Wage for work experience staff and interns, and the web pages also cover volunteers and voluntary workers in relation to the minimum wage. Be Part of the 2012 Sports Volunteering Legacy
With London 2012 Olympics just around the corner RAWM is focussing on how the voluntary sector and the public can engage with sport and the respective governing bodies. They are also including information about volunteering opportunities for young people. If you, or someone you know would like to start volunteering in sport please see the link for further details.

WMEN's current funding arrangements are coming to an end.
They are exploring ways in which support for third sector organisations wanting to access European funding can be continued; in the meantime, the service currently provided by WMEN will cease on 30th November 2011.
Over the last 15 years WMEN has maintained a membership of over 300 voluntary organisations and social enterprises. In the last two years WMEN has helped over 400 third sector organisations in the West Midlands to find out about, access and manage European funding, through workshops, training sessions, and one-to-one support.
The WMEN's AGM will be held on 6th December 2011, 10.00am - 1.00pm at The Bond, Fazeley Street, Birmingham. It will be your opportunity to meet and talk to the WMEN board, staff, and other WMEN members about these changes. The first hour (10-11am) will be set aside for this informal conversation. Charity Trustee Network Meeting
The next network meeting will be held on Tuesday 1st November between 2:00pm and 4:30pm and will focus on 'Alternative Sources of Income for your Charity'. They will be joined by Nick Jones; partner at St James's Place Wealth Management will join the meeting to speak about legacy giving. This will be followed by a presentation on charities and trading. Both topics are of interest to trustees of charities that are looking to diversify their funding streams.

The Coalition Government's Big Society agenda has signalled the end of centralised, top-down decision making. In its place, a new era of localism has been signalled, with an emphasis on empowered and engaged citizens, local decision-making and accountability. That's the policy: but what's the reality?
At this conference we will look ahead and discuss how localism is evolving both outside and within the sector. Make a Difference Day/Week
Saturday 29th October is CSV Make a Difference Day. This year's theme is combating loneliness and isolation.

3. Funding News

£1 Million Business Enterprise Fund Launched
Over the next 3 years, two types of grants worth between £1,500 and £5,000 will be on offer to businesses in Shropshire and Herefordshire who are looking to either get a new business off the ground or improve and boost an existing business.
The Shropshire and Herefordshire Business Enterprise Fund is supported by £1.1 million from the European Regional Development Fund (ERDF) and matched by the businesses themselves.
Cllr Mike Owen, Shropshire Council portfolio holder for Economic Growth and
Prosperity, said, "Shropshire and Herefordshire have declining rates of new business starts and this was further impacted by the economic downturn where we witnessed more traditional sources of finance for businesses falling sharply. Through the new enterprise fund, the Council can really boost enterprise and help businesses succeed."
Due to European regulations, there are restrictions on the type of businesses that can apply. Ineligible sectors include retail (i.e. business to consumer businesses) and land based.

Round two of the Rural Challenge Fund Launched

Shropshire
Council has launched Round 2 of its Rural Challenge Fund, which aims to support capital economic projects in communities outside of the main market towns and key settlements. Grants of between £5,000 and £40,000 are available. There is no set intervention rate for community / voluntary organisations, but match funding may strengthen the case for investment. For businesses and similar commercial entities, there is an intervention rate of 45%.
Applications are welcome for projects:
™ That sustains sole pubs, shops, Post Offices and other businesses that support and provide essential services to a community
™ That directly encourage visitors / tourists to an area and can shows how spend is kept within the community
™ That creates or expands social / community enterprise, or support the expansion of local businesses, when it leads to direct job creation
™ In community facilities that provide workspace, retail units or conferencing / meeting facilities
This time there is a two-stage application process, with applicants required to submit an expression of interest by 30 November 2011. Advice on applying is available in the first instance from your local Community Action Officer - contact the Community Action Team on 01743 253077 for details.

EMI - Instrument & Equipment Awards

This scheme provides grants to schools and individuals in full-time education, to help towards the purchase of musical instruments and/or equipment related equipment.
The Foundation also funds courses and training opportunities for music teachers who work within schools.
Eligible applicants include:
™ Schools to fund music education (with the exception of statutory national curriculum music teaching)
™ Individuals in full-time education to fund musical instrument/equipment purchase (preference is given to under 25s).
™ Music teachers working within schools to fund courses and training
Grants of up to £2,000 are available. The next closing date for applications is Friday 10 February 2012.      

EWGS Woodland Creation Grant

This fund supports projects to create woodlands in England. Following a review, the Forestry Commission has made some changes to the fund:
™ Wider availability of Additional Contributions up to £2,000/hectare where new woodlands meet national and regional priorities
™ Simpler scoring system so applicants know before applying whether they are likely to receive grant support
™ Greater species flexibility to meet owner objectives and create woodlands that are more resilient and can adapt to climate change
™ Applications are accepted from prospective landowners, Owners, leaseholders or tenants of land in England may apply, and funding remains available for 2011/12 (for projects that will claim before 31 March 2012) and beyond. Grant rates start from £700 per hectare.

ESF Community Grants

This
European-funded scheme supports projects that deliver basic employment skills and training to individuals that are unemployed and furthest from the job market. The scheme is open to voluntary sector groups with an annual turnover of less than £200,000.
The funding criteria for projects are that the participants must be unemployed (less than
8 hours paid work a week), with priority given to BME communities, over 50s, disabled people and lone parents.
The projects must be around non-accredited learning and soft skills, such as confidence building. Funding is not available for projects that focus on literacy or numeracy.
The scheme is open for applications.

Silver Dreams

Big Lottery Fund has launched a new programme that aims to support projects that pioneer ways to help vulnerable older people deal more effectively with life-changing events. Projects must also incorporate the following themes:
™ Helping older people to help themselves ™ Working with others
™ Managing better     ™ Volunteering                        ™ Testing new ways of working
Through the programme, BIG hopes to learning about different approaches to supporting older people, which will inform its future investments and policy on ageing.
Applicants can be voluntary and community groups, registered charities, social enterprises and other not-for-profit companies. However, partnerships projects involving public and private sector bodies are welcomed.
BIG is to award between £50,000 and £200,000 to a maximum of 30 projects. The funding will allow each project to be tested over 12 to 18 months. At the end of the 12 to
18 month period, up to five projects will then be chosen to receive up to £1 million each to carry their ideas forward. Deadline for the initial expressions of interest is midday on 28th October 2011.

Community grants fund from government set up
A new government fund will provide small grants to community groups and local social action projects up to March 2015. Community First consists of two parts, a thirty million pound Neighbourhood Matched Fund programme for some of the most deprived areas in the country and a national fifty million pound Endowment Match Challenge. Social Action Fund opens for applications
A new Social Action Fund aims to inspire organisations to create social action opportunities through people giving what they have, whether time, money, knowledge or skills. Opened 6th October, it is managed by the Social Investment Business on behalf of the Office for Civil Society. Visit Here for more details.

West Midlands Low Carbon Economy Programme
MEA has recently won a significant amount of funding to deliver the Community Strand of the West Midlands Low Carbon Economy Programme, and is partnering with Localise West Midlands.  The funding runs until December 2011 and will help third sector and community groups from across the region develop sustainable energy projects and install renewable technologies. Opportunities for paid placements
The World of Difference UK programme gives 500 people the chance to work for a UK charity of their choice in paid placements funded by the Vodafone Foundation.
As well as full-time two month placements, this year people can consider a part-time placement over a four month period (minimum of 15 hours per week). Applications should be made before 4pm, 22nd November, and placements must start between 28th February and 5th March 2012.  Find out more at http://worldofdifference.vodafone.co.uk    

Government funding round-up
The Community Action Against Crime: Innovation Fund encourages creative new approaches to tackling crime, encouraging voluntary and community groups to work with their community safety partnership to tackle local crime problems. Shropshire Employment and Skills Strategy
One of the initial priorities for the Shropshire Employment and Skills Group has been to produce an Employment and Skills Strategy and Action Plan for Shropshire. This will ensure that Shropshire has an appropriately skilled population to meet the needs of our businesses and will help Shropshire to emerge earlier and in better shape from the recession.
This strategy is now out to public consultation, and they are particularly keen to hear what businesses in Shropshire have to say. The closing date for the consultation is 31 December 2011 and you can get in touch using the contact on this page.

West Mercia Police Priorities & Budget
West Mercia Police require your help with their consultation on priorities and budgets.
Their partner's views are important to them, particular when setting the priorities for policing across West Mercia. As part of the development of their final budget and Joint Policing Plan, partners have the opportunity to find out about and influence proposals for 2012-2015. New policy directions for Big Lottery Fund
A government consultation has opened on proposed new policy directions for the Big Lottery Fund. One potential funding priority is "strengthening and increasing the capacity of the social investment market". There is some sector concern that the principle of "additionally", where lottery funding is distinct from government funds, is being weakened. Shropshire Disability Network needs your votes!
Shropshire Disability Network is hoping you might be willing to help them with a vote in the NatWest Community Force awards, which are worth £6000. SDN is in the running for this area, but if they could have your vote it would really help. And £6000 would do so much to help them expand their work!
So please spend a few minutes voting for them. Here's how to do it:

They will send you an email saying your registration has been accepted you can then place up to three votes, one of which we hope will be for Shropshire Disability Network.

E-Safety Training Audit
It is important that the SSCB e-safety subgroup has an overview of the e-safety education and training that takes place across Shropshire as well as understanding what more we can do to help staff in schools, colleges and in non-school settings.
To help us achieve this we are asking agencies to complete a very short audit by clicking on the link below.  Once we have the responses the SSCB e-safety subgroup will provide some general feedback to all those who have taken part and use the results to plan future training provision.  Please aim to complete the audit by 1st November 2011. 5. Compact

Compact Week is fast approaching - 7th November 2011
Compact Week is an annual campaign held to promote the Compact, the longstanding agreement that sets out shared commitments and guidelines for partnership working between government and the voluntary sector.
The week engages voluntary organisations, government departments, local authorities and other public sector partners working with the Compact locally or nationally.
This year's Compact Week takes place from Monday 7th to Friday 11th November. Various events and activities take place across England throughout the week.  This year's theme is 'Local Knowledge is local power'. The VCS Assembly will be promoting Compact week in a variety of ways. Please see the below schedule.

Wednesday 9th November

  • Volunteer Work Shadowing: Councillor Gwillym Butler is to shadow a Volunteer driver who volunteers for Shrewsbury Dial a Ride to see the excellent service it provides for its users

  • Newsletter - This week's newsletter will have a special Compact section with news, views and information relating to both the National Compact and Shropshire's Compact. It will also have the 'Ride on Dial-a-ride' event and some quotes from Councillor Gwilym Butler regarding the compact. The winner of Shropshire Compact Award will have a dedicated section to their service and why they won the award                                                                         

Reviewing goverment's implementation of the Compact
The National Audit Office has started on a review of central goverment's implementation of the Compact, the agreement between the public and voluntary sectors. It ill focus on issues of accountability and transparency, identify variations in practice and make recommendations for improvements.

It was also pointed out in a recent VCSA Board meeting that some additional communication on the 'big issues' and latest developments would be helpful. The VCSA take this view on board and are working on further means of communication to best get this information to ALL members.
